Mesdames et Messieurs,
En premier lieu, nous aimerions exprimer notre gratitude au Président, au Gouvernement et au Peuple Mozambicains. Vous avez accepté encore une fois d’abriter cette réunion. Le Peuple Malgache vous en sera toujours reconnaissant.
La signature des Accords et Chartes de la transition en ces mêmes lieux, il y a quinze jours, constitue une étape importante pour la résolution pacifique de la crise politique à Madagascar.
Nous tenons à réitérer nos vifs remerciements à tous ceux qui y ont apporté leur contribution : à l’Équipe de Médiation dirigée par le Président Chissano, aux leaders politiques, aux délégations respectives, aux représentants des médias, ainsi qu’à tous les différents responsables.
Nous arrivons à une étape décisive.
La Mouvance Marc Ravalomanana a toujours donné son accord pour une sortie de crise pacifique par la voie de la négociation. Elle a fait siennes les décisions et résolutions de la SADC reprises par l’Union Africaine et le reste de la Communauté Internationale.
La mouvance Marc Ravalomanana est toujours déterminée à coopérer entièrement avec l’Equipe de Médiation.
Immédiatement et sans conditions, la Mouvance Marc Ravalomanana s’est conformée strictement aux dispositions des Accords de Maputo, notamment la cessation de toutes manifestations susceptibles de créer des tensions politiques et sociales.
La mouvance Marc Ravalomanana tient à réitérer son attachement au retour à l’ordre constitutionnel et au respect des droits humains.
La Constitution malgache dispose en son Article 6 « la souveraineté appartient au peuple, source de tout pouvoir, qui l’exerce par ses représentants élus, au suffrage universel direct ou indirect ou par la voie du référendum.
Et aucune fraction du peuple ni aucun individu ne peut s’attribuer l’exercice de la souveraineté ». Cette disposition n’étant pas contraire à la Charte de la Transition, reste en vigueur.
Le Président Marc Ravalomanana a solennellement déclaré qu’il ne participera pas personnellement à la gestion de la transition. Cependant, cette décision n’enlève en rien sa qualité de Président démocratiquement élu.
En tant que tel mais brutalement évincé en cours de mandat, nous estimons que, de plein droit et par respect de la majorité des électeurs spoliés de leur vote par le changement anticonstitutionnel, la présidence de la transition doit revenir à la mouvance Marc Ravalomanana.
Mais par respect des dispositions de la Charte de la transition en son article 1, sur le principe d’une transition neutre, inclusive, pacifique et consensuelle et, et au nom de l’intérêt supérieur de la Nation, nous sommes disposés à négocier avec les Mouvances Ratsiraka et Zafy quant à la Présidence de la transition mais non avec la Mouvance Andry Rajoelina.
Par ailleurs, respectueuse des principes démocratiques universellement reconnus, la mouvance Ravalomanana ne dérogera jamais au respect du droit de vote de citoyen. Par conséquent, elle n’acceptera jamais la légitimation d’un auteur d’un changement anticonstitutionnel à la Présidence.
La mouvance Ravalomanana ne voudrait être ni complice ni responsable de tel mauvais exemple pour la région et pour le continent, voire pour le monde entier. Oserons-nous prendre cette décision qui serait une insulte pour les citoyens responsables qui ont pris la peine d’exprimer leur choix par la voie des urnes?
Ce sera aussi une validation internationale de la violation d’une convention internationale qu’est le Pacte International sur les droits civils et politiques.
Adoptons une bonne fois pour toutes et pour servir d’exemple en Afrique que dans toutes négociations de sortie de crise, un auteur de changement anticonstitutionnel ne doit pas être aligné sur le même pied d’égalité avec un ou des Chefs d’Etat démocratiquement élus.
La sanction principale des auteurs d’un changement anticonstitutionnel est la non attribution de poste gouvernemental particulièrement la présidence de la transition.
Par ailleurs, outre la Présidence de la transition, la mouvance Marc Ravalomanana est également en droit de faire prévaloir sa qualité de Président démocratiquement élu pour detenir le privilège de choisir les titulaires des ministères de souveraineté.
A l’appui de nos requêtes, nous nous referons :
- Aux principes de la SADC et des Nations Unies en matière de règlement de crise ; - Aux Accords de Cotonou - A la Déclaration de l’OUA face aux changements anti-constitutionnels de gouvernement. à l’occasion de la 36ème de l’ OUA à Lomé, Togo, du 10 au 12 juillet 2000 . Doc AHG/Décl. 5 XXXVI de Juillet 2000 ; - A la Décision de l’OUA sur les changements anticonstitutionnels de gouvernement en Afrique lors du même sommet de Lomé Doc [CM /2166 (LXXII)] AHG/Déc. 150 (XXXVI) - A la Constitution de Madagascar
Par conséquent, nous, Mouvance Marc Ravalomanana, nous prévalant des avantages ci-dessus énoncés et sans renier l’esprit d’une transition consensuelle et inclusive, requérons la présente Assemblée de faire droit à nos demandes.
Et ce sera justice.

Statement of the Marc RAVALOMANANA movement
Maputo negotiations, Mozambique august 26, 2009
Ladies and Gentlemen,
First of all, we would like to express our gratitude to the President, to the Government and to the People of Mozambique. Once again, you have accepted to host this meeting. The People of Madagascar will always be grateful to you.
The signing of the Agreements and Charters of the transition in this very place, two weeks ago, constitute a significant step forward for a peaceful resolution of the political crisis in Madagascar.
I would like to reiterate our heartfelt thanks to those who have brought their contribution: to the mediation team led by President Chissano, to the political leaders, to their respective delegations, to the representatives of the media, as well as to the people in charge of the preparations at various levels.
We have reached a turning point.
The Marc Ravalomanana Movement has always agreed to a peaceful resolution of the crisis through negotiation. We have endorsed the decisions and resolutions of SADC, adopted by the African Union and the rest of the International Community.
The Marc Ravalomanana Movement has always been willing to fully cooperate with the mediation team.
Immediately and unconditionally, the Marc Ravalomanana Movement has strictly abided by the terms of the Maputo Agreements of Maputo, in particular by putting an end to any demonstration likely to cause political and social tensions.
The Marc Ravalomanana Movement would like to reiterate its attachment to the return to constitutional order and the respect for human rights.
The Malagasy Constitution stipulates in Article 6 " Sovereignty belongs to the people, source of all power, that exercise it through their representatives elected, through direct or indirect universal suffrage or by means of a referendum. And no fraction of the people and no individual can claim for himself the exercise of sovereignty ". Since this provision is not contrary to the Charter of the Transition, it remains in force.
President Marc Ravalomanana officially declared that he wouldn't personally take part in the management of the transition. However, his decision does not impact on his being the democratically elected President.
As such but brutally ousted while in office, we consider, by due right and out of respect for the majority of voters despoiled of their vote by the unconstitutional change, the presidency of the transition must be given to the Marc Ravalomanana Movement.
But out of respect for the provisions of Article 1 of The Transition Charter on the principle of a neutral, inclusive, peaceful and consensual transition and, in the interest of the nation, we are willing to negotiate with the Ratsiraka and Zafy Movements regarding the Presidency of the Transition, but not with the Rajoelina Movement.
Moreover, out of respect for universally recognized democratic principles, The Ravalomanana Movement will never depart from respect for the right of the citizens to vote. Therefore, it will never accept to legitimize the author of an unconstitutional change by appointing him at the head of the Presidency.
The Ravalomanana Movement would not like to be an accomplice nor to be responsible for such a bad example for the Region and for the Continent, or even for the whole world. Would we dare to take a decision that is an insult to the responsible citizens who expressed their choice through a ballot?
It will also be the international acceptance of a violation of an international convention, The International Treaty on Civic and Political Rights.
To set an example in Africa, let's adopt once and for all that in any negotiation aiming at moving forward out of a crisis, the author of an unconstitutional change and democratically elected Heads of State must not be put on an equal footing.
The main sanction for the authors of an unconstitutional change is to deny them any appointment for a governmental position, particularly the Presidency of the Transition.
Moreover, apart from the Presidency of the transition and the Office of Prime Minister, the Marc Ravalomanana Movement has the right to make the fact that he is the democratically elected President prevail to have the privilege to choose the sovereignty ministries.

- To the principles of SADC and the United Nations in terms of crisis management; - To the Partnership Agreement, ACP – EC Cotonou, June 23, 2000 - To the Declaration on the Framework for an OAU Response to Unconstitutional Changes of Government / Décl Doc. 5 XXXVI of July 2000; - To the Decision on Unconstitutional Changes of Government in Africa - CM /2166 (LXXII) AHG / Dec.150 (XXXVI) - To the Constitution of Madagascar
Therefore, we, the Marc Ravalomanana Movement, given what has been stated above and without disowning the spirit of a consensual and inclusive transition, call upon the present Summit to grant our requests. And it will be justice.
